Well to be honest, its hard to say... cuz each gains advantage on the owner of that dragon's turn. If u were to pit these 2 against each other, and each had their weaker counterpart as xyz material, it ulitmately comes down to who comes out later. If Neo Tachyon were to come out after Neo Photon, then negating Neo Photon is a no biggie. But the one thing that Neo Tachyon lacks is Photon's attack gaining ability. It must kamikaze if it doesn't want Neo Photon on the field(excluding the factor of Honest). And even so if it were to negate it would be a temporary negation. If Neo Photon comes out after Neo Tachyon, Neo Photon will permanently negate all of Tachyon's effects, and Neo Photon can proceed to detach all its xyz materials on the oppo's side of the field and gain 500 ATK and additional attack that turn for each material. Now resource wise, Neo Tachyon could be easier to summon due to only requiring Tachyon and a Rank-Up Magic card(assuming thats how u would summon it, cant see why u would want to summon 3 lvl 9s <.<). Neo Photon however requires 3 lvl 8s, which can be a bit costly on the resources for a single large beater. Now im not sayin these are the only ways of summoning these beasts, cuz im sure there are plenty of methods... just basing this off of basic summon strategies. Now for overall coverage, against other cards out there, it all depends on wat u face, for sometimes u could face a deck that runs no xyzs, leaving Neo Photon as a simple negation bomb on summon and left as a simple 4500 beater. Neo Tachyon could use its effects a bit more effectively, cuz it provides more coverage, negating all effects for the turn and nothing can b activated by ur opponent for that turn, securing ur atk and possible MP2 summons. As for multiple attacks a turn, Neo Photon would have to rely on a xyz monster being on the oppos side of the field, but these multiple attacks would allow attacking directly if able. Neo Tachyon's however, is less situational, but it only allows multiple attacks on monsters, so attacking directly is out of the question, same situation with Bujintei Susanowo and Chimeratech Overdragon, allowing multiple attacks on monsters, but not directly.
So ultimately, if u were to pit these 2 against each other, I'd say Neo Photon wins, due to Neo Tachyon's lack of ATK boosting. But for overall coverage and resources, Tachyon wins. It's all how u look at it.
